Pebble Beach is unlike any other local community. It is private and prestigious, but can be quite a challenge to work in. It has an extra approval layer, on top of a very time-consuming Monterey County process. All projects must be approved by their design committee before moving forward with a permit application at the county. And, the county takes no interest in what the decision was at Pebble, so it basically gets vetted twice and can take a very, very long time to get a permit to build.  Start early and plan ahead for best results.
